Council Office
The Council Office is responsible for the Competence centre's operational tasks. Attached in administrative terms to the Swiss Academies of Arts and Sciences (a+) office; it acts independently.

Dr. iur., LL.M., Viviane Premand, RA
Viviane Premand completed her law studies in Sweden, Germany and the United States (UC Berkeley) and wrote a dissertation in commercial law at the University of Fribourg, for which she was awarded the Professor Walther Hug Prize in 2012. In 2011, she was admitted to the bar in the canton of Vaud. She has worked as a solicitor and senior assistant at the University of Lausanne. She is familiar with institutional issues from her work at the State Chancellery of the Canton of Bern and with the BFI system from her work as a scientific advisor to the Swiss Science Council (SSC) .
Viviane Premand took over as head of the office of the newly established Centre of Competence on 1 December 2025.
